Laboratory functions

The State Laboratory of Agriculture is a legal entity of public law within the sphere of governance of the Ministry of Agriculture of Georgia.

The laboratory is guided in its activities by the Constitution of Georgia, international treaties and agreements, Georgian legislation, by-laws and these regulations.

The field of activity of the laboratory includes a single cycle of diagnostics. It includes both laboratory research on animals and plants, as well as food safety expertise.

 

 

The field of activity of the laboratory includes in particular:

Laboratory diagnosis of animal diseases (including poultry, fish, bees);
Laboratory diagnosis of communicable animal pathogens;
Assessing the risk of dangerous diseases for animals within the scope of competence;
Examination of food and raw materials of animal and plant origin, animal feed and raw materials, non-alcoholic beverages and drinking water, determination of quality and feed ability;
Diagnosis of plant quarantine and other dangerous pests;
Participation in disease control and quarantine measures within the scope of competence;
Facilitate the approbation and introduction of new diagnostic methods, laboratory equipment and diagnostic tools.

 

 

Rights and responsibilities of the laboratory

 

The laboratory has the right to:
A) Participate in the development of veterinary diagnostics, veterinary-sanitary examination, controlled products and raw materials, alcoholic and non-alcoholic beverages, animal feed and drinking water, determination of safety and quality indicators, laboratory research criteria.
B) Submit proposals to the Ministry of Agriculture regarding diagnostic, laboratory and organizational-agricultural issues.
C) Request and receive materials and documents necessary for epizootic, radiological, toxicological and other laboratory examinations from legal entities and individuals in accordance with the rules established by law.
D) Give instructions to legal entities and individuals on the procedure of taking research materials and sending them to the laboratory.
E) If necessary, check the correctness of laboratory diagnostics and examinations in accordance with the rules established by law.
F) Issue conclusions on the results of laboratory tests.
G) In case of occurrence of diseases dangerous to humans and animals, give necessary instructions to follow, to legal entities and individuals under the rules established by law, about localization and eradication of the disease and the rules and expediency of further use of products and raw materials obtained from diseased or disease-susceptible animals.
H) Directly manage the activities of the structural subdivisions and territorial bodies of the laboratory. If necessary, submit a proposal on the need to change the existing structure in the Ministry of Agriculture or to create new structures.
I) If necessary, enter the structural subdivisions subordinated to it without hindrance and give relevant instructions and directives for its implementation.

 

 

The responsibilities of the laboratory are:

 

A) Perform the functions imposed by this Regulation and to exercise the powers conferred on it.
B) Ensure the objectivity, accuracy and transparency of laboratory tests.
C) Comply with the established deadlines for conducting laboratory tests.
D) Cooperate with the legislative, executive bodies, public and non-governmental organizations.
E) Provide information about the work done to interested organizations and the media, in the prescribed manner.
